At the 22nd Stated Meeting of Hills and Plains Presbytery, a committee was created to study irregular baptisms and non-public communion. It was tasked with giving guidance and reporting back its conclusions to HPP. The moderator appointed TEs Shane Hatfield, Mike Philliber, and Jeremy Fair, and REs Greg Adams, Josh Spears, and Dewayne Taylor to the study committee.
